A board of public utilities (BPU) is generally a regulatory body at the state level responsible for regulating utilities that
provide service within a state. The commission is comprised of either state-elected or state-appointed officials. These members
regulate all electric, gas, water, cable and telephone retail in many states, and are also generally responsible for ensuring that

The Board also has responsibility for monitoring utility service and responding to consumer complaints.
