What is a Public Service Commission (PSC)?
A public service commission (PSC) is generally a regulatory body at the state level responsible for regulating utilities that
provide service within a state. The commission is comprised of either state-elected or state-appointed officials. These members
regulate all electric, gas, water, cable and telephone retail in many states, and are also generally responsible for ensuring that
utilities are responsive to customers' needs and service requests, and that service is both adequate and reliable.

The Kentucky Public Service Commission's mission is to ensure that every utility receives fair, just and reasonable rates for the services rendered and that their services are adequate, efficient and reasonable. KYPSC has exclusive jurisdiction over the regulation of rates and service of all utilities in the state except those utilities subject to the control of cities or political subdivisions.
Currently, the Kentucky PSC regulates the intrastate rates and services of investor-owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric and telephone cooperatives, water districts and associations, and certain aspects of gas pipelines.
