What is a Public Utilities Commission (PUC)?
A public utilities commission (PUC) is generally a regulatory body at the state level responsible for regulating utilities that
provide service within a state. The commission is comprised of either state-elected or state-appointed officials. These members
regulate all electric, gas, water, cable and telephone retail in many states, and are also generally responsible for ensuring that
utilities are responsive to customers' needs and service requests, and that service is both adequate and reliable.
How Hawaii PUC describes itself:
Hawaii Public Utilities Commission regulates all franchised or certificated public service companies operating in the State; prescribes rates, tariffs, charges and fees; determines the allowable rate of earnings in establishing rates; issues guidelines concerning the general management of franchised or certificated utility businesses; and acts on requests for the acquisition, sale, disposition or other exchange of utility properties, including mergers and consolidations.
