What is a Public Service Commission (PSC)?
A public service commission (PSC) is generally a regulatory body at the state level responsible for regulating utilities that
provide service within a state. The commission is comprised of either state-elected or state-appointed officials. These members
regulate all electric, gas, water, cable and telephone retail in many states, and are also generally responsible for ensuring that
utilities are responsive to customers' needs and service requests, and that service is both adequate and reliable.
How Delaware PSC describes itself:
Delaware Public Service Commission is authorized by the Delaware General Assembly under Title 26, Delaware Code, to regulate investor-owned utilities and companies providing electric, natural gas, water, telecommunications and cable services for public use within the unincorporated areas of the State of Delaware.
